About SP4UHC
The Department of Family Medicine and Primary Care at the University of Witwatersrand has established the Strategic Purchasing for Universal Health Coverage (SP4UHC) Research Group to advance understanding and implementation of strategic purchasing mechanisms in pursuit of universal health coverage goals.
Strategic purchasing represents a fundamental shift from passive funding allocation to active, informed decision-making about which services to buy, from whom, and how to pay for them. Rather than simply transferring funds to healthcare providers, strategic purchasing involves deliberately selecting interventions and providers to maximise health outcomes, improve quality, enhance equity, and achieve greater efficiency in health system performance.
Our Focus
Building on South Africa’s journey toward National Health Insurance and the lessons learned from primary health care re-engineering, SP4UHC examines how strategic purchasing can bridge the divide between public and private healthcare provision while ensuring equitable access to quality services for all populations.

Our Approach
SP4UHC brings together a diverse community of researchers, practitioners, and policymakers committed to generating actionable evidence for health system transformation. We foster collaboration between postgraduate students pursuing PhDs and Masters degrees, senior researchers and officials with practical experience in health system reform, and emerging researchers interested in contributing to this critical field.
